Wishful thinking (IMG:style_emoticons/default/wink.gif) PM's mind is currently pre-occupied with other things at the moment and dont think that landlords would be at the top of his priorities. However, it makes sense to have some sort of scheme (cash incentive) in place to encourage landlords to improve the quality of their rented properties: tenants will be happy and stay for longer making landlords happy too!
