Norwich Landlord Leaves Rotten Garbage in the Garden of His BTL Property
Morteza Saffar, the landlord, has come under fire of the neighbors as he allowed the piles of rubbish to build up in the backyard of one of his properties. Morteza Saffar has been previously the subject of controversy and was fined £13,000 for letting out poorly maintained properties, thus disregarding his tenants' safety. Morteza Saffar is said to have a large rental property portfolio as he owns approximately 50 properties in the Norwich area. A married couple, Desmond and Margaret Herring, who live next door to the problem property, have asked the Norwich City Council to intervene as the pile of rubbish in the neighbor’s garden has started to attract rats. As the Council stepped in, Mr. Saffar promised to clear the garbage away. Although some part of the rubbish has been cleared, the majority of the mess remained in place, which caused rodent infestations and smell. The Herring couple got the photos of the piles of rubbish published in the Norwich Evening News. They said they are annoyed by the fact that the landlord took away only a couple of loads and believes that the couple will stay silent. They also say that the piles of rubbish in their back alleys in some sort attract other people to dump garbage there as they see the rubbish and believe it is ok to add some more. Mr. Saffar says that he plans to be done with garbage removal by the end of the month. He also said that he had cleared away rubbish that is most likely to rot. The environmental health team of Norwich City Council's is still dealing with the problem. They have already warned the landlord that he might face enforcement actions if he does not remove all the rubbish from the backyard.
